The modification includes:
New lens flare effects.
More rain particles.
The clouds move without.
More intense blur.
Installation:
1. Open OpenIV and navigate to C:\Program Files\Rockstar Games\Grand Theft Auto V\update and open update.rpf, replace for directory common\data
2. Drag and drop the visualsettings.dat, then close the archive.
Done! You're good to go.
